北九州市海外水ビジネス推進協議会（KOWBA）は2020年に設立10周年を迎えた。その節目に際してKOWBAが作成した記念誌の一部として「北九州市が取り組む海外水ビジネス」を執筆した。これは「持続可能な社会への挑戦－北九州市とアジア都市との連携」（2018年7月）と「北九州における水ビジネス海外展開の歴史と発展」（2020年3月）に基づいた内容となっている。IGES北九州アーバンセンターとして北九州市の国際政策を20周年以上見つめてきた立場から、北九州市の海外水ビジネス、並びにKOWBAの役割や未来について論じている。

先行研究をレビューし、テレワークの着手障害、継続障害に企業の業種が影響を与えているという仮説を設定した。第二に、コロナ禍における企業のテレワークに関するアンケート調査をもとに上記仮説の検証を行った。
