It compiles the background, current situation and challenges, along with domestic and international trends on a net zero carbon society.

本書は、九州の31の県・市町村（自治体）がゼロカーボンシティ表明に至った 背景、現状、課題などを整理し、国内外の動向を踏まえつつ概観することで、今後の展開の一助となることを目的に作成したものである。九州でゼロカーボン表明を行った自治体は、環境省のイニシティブをきっかけ にしながらも、庁内の内発的な動きから表明に至ったところが多かった。表明後の展開として、ほとんどの自治体が計画策定・改定を通じて施策の 具体化を進めるのと同時に、域内のステークホルダーに向けた意識啓発の 活動を始めていた。 不確実性を包含する2050年を見据えた取り組みを表明自治体が着実に進める上で、実施体制、定量化、ロードマップの作成に課題を抱えていることが明らかとなった。

本書は 北九州市の海外水ビジネスの展開状況をまとめたものである。 第 1 章で海外水ビジネス市場の動向と北九州市の国際協力の歩みについて触れ、第 2 章で 100 年以上の歴史を有する北九州市の上下水道がどのように整備されてきたかを振り返り、第 3 章では北九州市のカンボジアとベトナムでの海外展開の事例を詳述し、第 4 章では海外展開を進める市内企業 4 社に焦点を当ててその展開のアプローチを紹介し、最後の第 5 章において北九州市から海外に拡がる水ビジネスの今後について考察する構成となっている。 なお、本書は、北九州市産業技術保存継承センター（北九州イノベーションギャラリー）の調査研究事業の一環で作成されたものである。

アジアの新興国都市では、急速な人口増加と都市化に伴い、様々な環境問題が顕在化している。これら途上国都市の環境改善を行う方策の一つとして、本邦自治体が長年積み重ねてきた持続的な都市経営に関するノウハウや技術を移転する「都市間連携」の推進が期待されている。このような取組には外部資金の活用が必要であるが、ファンドを提供している政府の支援意図とは裏腹に、都市間連携に参画する自治体の数は思うように増えていないのが現状である。本稿は、都市間連携を行う本邦自治体を増やし、ファンドの効果的な利用を促すことを通じて都市間連携を推進することを目的として、都市間連携に利用可能なファンド及びその利用実態を把握し、ファンドの効果的な獲得や有効利用について提言を取りまとめたものである。

　地域で創出された再生可能エネルギーを地域で消費する再生可能エネルギーの地産地消の担い手として、自治体が自ら事業に関与していく「地域電力小売事業」の取組は、近年の再生可能エネルギーや地域分散型エネルギーの導入拡大・電力小売事業の全面自由化などの流れを背景に、各地で拡大してきた。 　自治体が自ら事業に関与している「地域小売電気事業者」は全国で30を超えており、各地の地域特性や課題、事業環境を踏まえた事例が創出されている。反面、自治体が「地域電力小売事業」に取組むうえでの課題も見え始めている。また、今後競争が激しくなることが想定され、その中で事業者として付加価値がある提案を行うことが課題となっている。 　本書では、上記背景を踏まえて、自治体から出資を受けている新電力会社（地域新電力...
