2023 年のＧ７サミットは、日本が議長国を務め、2023 年５月に広島で開催することが決定している。また、サミットの開催に合わせ、様々なＧ７関係閣僚会合が開催される予定であり、北海道札幌市において、環境省が経済産業省とともに、気候・エネルギー・環境大臣会合（開催予定日：2023 年４月15 日（土）～16 日（日））を開催する。本大臣会合に先立ち、令和５年１月から準備会合が開催された。
本業務では、これらＧ７会合（サミット及び大臣会合並びにその準備・関連会合）に関して、議論に必要となる資料の収集・分析、成果文書案の分析、報告書の作成等を行い、また同会合や準備会合等に関する技術支援等を行い、会合の成果が環境政策の推進に資するよう、業務を行った。
本稿はIGESが環境省から受託した「令和4年度途上国における優れた脱炭素・低炭素技術の普及展開に向けた制度構築等支援委託業務」の業務報告書である。

本委託業務報告書は、以下の項目を取り扱う。
①COVID-19からの社会転換の構築のための全国レベルの都市地域炭素マッピング手法と脱炭素化政策評価手法の開発
②自治体のゼロカーボンシティ計画策定ニーズ・経済活動回復と脱炭素化を両立させるスマート社会実現方策の検討
③大学・企業・自治体との連携による都市地域炭素マッピング等活用・連携体制構築
④災害対策等にも汎用性があるゼロカーボンシティ計画策定のためのデータ整備
今年度の本事業では、都市間連携事業を通じた日米連携による第三国の脱炭素支援の推進するため情報収集、情報発信を行うウェブサイトの構築・拡充、また、postコロナ・withコロナにおける社会変容を捉まえたうえでの環境インフラ導入等の議論を行うための国際フォーラムを開催した。これらに加え、都市間連携事業パンフレット等の作成、ウェブサイトを通じた情報発信を行う等、postコロナ・withコロナにおける脱炭素都市のあり方について検討を行い、脱炭素・低炭素化事業の案件形成や制度構築支援の強化・推進に努めた。
