本解説では、持続可能な消費と生産（SCP）が、持続可能な開発目標（SDGs）時代の国際政策動向の中で どのように位置づけることができるかを論じる。特に、SDGs 時代の政策目標は、環境汚染対策や製品・サービス レベルでの効率性の改善に限定されるものではなく、科学技術イノベーションと新たな社会モデル・ビジネスモデ ルの連携を目指すものであり、経済政策や社会政策の中に取り入れられてはじめて実現可能である。持続可能な消 費と生産に代表されるSDGs 時代に必要とされる政策アプローチは、社会技術システムの改革を目指すものである。 そのため、脱炭素化、循環経済、地球1 個分の暮らしといった中長期目標を前提にした自律分散協調型ガバナンス が重要となることを論じる。

我が国の違法伐採木材への対策のために平成29年５月に施行された「合法伐採木材等の流通及び利用の促進に関する法律」（通称「クリーンウッド法」）を着実に推進していく必要があるが、本法に基づき、木材関連事業者が合法性の確認を行うにあたり、追加的措置として追加的な情報収集が必要となる場合がある。本事業では木材関連事業者が効率的に追加的な情報収集の取組が実施できるように、違法伐採対策に関する法制度がある国でのリスク低減に係る先進事例の情報収集を行った。 調査対象国はEU木材規則（EUTR）の下、違法に伐採された木材の輸入を禁止し、その確実な確認（Due Diligence）を事業者に求めているドイツ、オランダ、イギリス、フィンランド、スウェーデンの5ヵ国とした。
