2023年3月7日に開催された「SDGs 進捗レポート2023～GCNJ 企業・団体の取り組み現場から～ ローンチイベント」でIGES高橋 副ディレクター・津久井プログラムマネージャーが発表した資料となります。Goal13：気候変動に関する調査結果についてまとめています。
 

本プレゼンテーションは、第１回グローバル・ストックテイク（GST）における“最良の科学”の在り方について議論を深めるため、以下の点について話題提供を行う。

• 第１回グローバル・ストックテイク（GST）も終盤を迎え、その成果は2023年11月のCOP28の目玉となる。
• “最良の科学”に基づくGSTは、幅広い情報のインプットを受け入れているものの、成果取りまとめまでのプロセスはより透明性を向上すべきである。
• COP28でまとまるGSTの成果は、各国の文脈できちんとその意味が理解されなければならない。科学者には、この成果の伝達にも大きな役割があると考える。

個人の行動変容と意識の向上により脱炭素（ネットゼロ）社会の実現を図ることに限界があり、循環経済を構築し、より循環型なくらしを浸透させるには、人びとの働き方やライフスタイルのルールを変える社会変革が必要であると説明しました。また、COVID-19の影響がこの傾向を増幅させていると示唆しました。具体的には、脱炭素（ネットゼロ）や海洋プラごみ流失ゼロといった長期目標を実現した社会の姿を皆で描き、そして、その実現に向けて市民の行動変容や政策介入に係る社会実験を行い、効果を検証する証拠を積み重ねていくことが肝要であると指摘しました。

2022年のG7ドイツサミットでは、石炭火力を単独にして最大の地球温暖化の原因であると共同宣言で述べている。
G7の中で唯一脱石炭を表明していない日本が、石炭火力存続の切り札にしているのがアンモニアとの混焼だ。
アンモニアは燃やしてもCO2を出さないため、石炭に混ぜて燃やせばCO2を削減できる。
そしてアンモニアを100％（専焼）にすれば、CO2を一切出さないゼロエミッション火力となる。
理論上はそうなるが、これにはいくつかの課題がある。
日本が2050年のカーボンニュートラルを達成するためには、こうした課題を克服していかなければならない。

東南アジア各国では、天然林は基本的に国有で、公社や事業権（コンセッション）を取得した民間企業による木材生産が行われてきたが、2000年代以降、国有天然林からの木材生産量減少に伴い、地域住民（小農）による、私有地（＝国有林地外）における早生樹材生産が伸張している。
