地球沸騰化時代の「社会的共通資本論」―企業人と政策立案者に示唆するもの：GX推進法は大きなビジネスチャンス、されど目標達成に残る課題

再エネ事業を進めている中国大手企業の億利は９月、同国北西部の甘粛省で５０万ｋｗ規模の太陽光発電所を稼動した。電力と食料を同時に供給するのが特徴である。総投資額は２８・２億元（約５６０億円）で、敷地面積は２０００ヘクタールに上る。 　中国政府は２０２１年１１月と２０２２年２月に、合計５億２５００万ｋｗ規模の砂漠発電事業を承認した。政府が推し進める「砂漠など荒漠化エリアにおける大型風力・太陽光発電基地」の一環。国土面積の１７・６％に当たる１億６８８０万ヘクタールの砂漠地域を活用し、電力と食料の同時供給を実現するのが狙い。

経団連自然保護協議会が2011 年から 2019 年にかけて行っていた企業の生物多様性への取組に関するアンケート調査の継続と、 2022 年 12 月に採択された生物多様性条約の昆明・モントリオール生物多様性枠組(GBF)や 2023 年 9 月に枠組の確定版が発表された自然関連財務情報開示タスクフォース(TNFD)等の国際動向への企業の対応状況や 、これに向けての 課題・解決策を把握することを目的として、2023 年2月28日から4月28日にかけて、経団連企業会員1,529社を対象とするアンケート調査を実施した。本レポートは、その結果の単純集計とその解釈を中心とする、調査結果のファイナルレポートである。
