本版は国連気候変動枠組条約（UNFCCC）事務局が2021年2月26日に発表した「Nationally determined contributions under the Paris Agreement Synthesis report(パリ協定における自国の決定に関する統合報告書）」の公益財団法人地球環境戦略研究機関（IGES）による暫定非公式訳である。本報告書は、2020年12月31日時点までに提出された75の締約国を代表する48のNDCから得られた情報を統合したものである。本報告書のために検討されたNDCは、パリ協定締約国の約40％、2017年の世界の温室効果ガス排出量の約30％を占めている。

本発表では、ネット・ゼロ社会の実現を図るための考え方の一つを示します。具体的には、広範な社会変革を伴いながらネット・ゼロ社会を実現していくトランジションシナリオと、様々な事情により社会変革がほとんど起きないロックインシナリオの2つのシナリオを対比しながら、エネルギー需要の動向を中心とした定量的な分析結果を紹介いたします。加えて、トランジションシナリオを中心に、本レポートで展望した定性的な社会像を紹介いたします。
