　本報告書は、令和7年度環境省「国際脱炭素化社会研究調査等委託業務」についての業務報告書である。 　本業務は、既存の国内・国外ネットワークの蓄積を生かし、国内外の大学・研究機関との連携による調査やヒアリング、会合開催、ネットワーキングやアウトリーチをすすめ、それによる国内の地域脱炭素化・地方創生・社会変革に向けた各種施策形成や、それに向けた国内外での議論の深化に貢献することを目的として、以下の３課題を実施した。 （１）アジアへの地域循環共生圏及び地域脱炭素の事業実装のための研究調査 （２）気候中立社会実現のための戦略研究ネットワークの年次会合の開催及び欧州での需要側対策の調査 （３）地域脱炭素化を通じた地方創生に向けた大学・研究機関の役割の検討

本件は環境省の令和６年度 国際脱炭素化社会研究調査等委託業務の報告書である。 本業務は、既存の国内・国際ネットワークの蓄積を生かし、国内外の大学・研究機関との 連携による調査やヒアリング、会合開催、ネットワーキングやアウトリーチを実施すること で、脱炭素社会への転換を実現する要素のうち、地域を核とした需要サイドの対策に焦点を あてて、国内の政策形成、国内外での議論の醸成に貢献することを目的としたもの。
