津久井 あきび

令和４年は、インドネシアがG20議長国となり、８月に環境・気候持続可能性大臣会合及び10月にサミットが開催される予定となっている。また大臣会合に先立ち令和３年度内（３月）から準備会合が開催された。本業務では、令和３年度に開催された準備会合に関して、議事録、速報版、報告書の作成などを行った。また、同準備会合などに関する情報収集・分析などのサブスタンス支援を行った。

本業務では、今後、パリ協定第6条のもとでJCMを実施していくにあたり、JCMパートナー国におけるJCMの効果的な実施のための透明性の向上、JCMのプロジェクトサイクル下での測定・報告・検証（MRV）手続の円滑な実施及びJCMプロジェクトのさらなる拡大向けた対象国等における、よりよい効率的・実効的な制度実施体制の構築を目的とした支援を実施した。

本業務では、国立研究開発法人宇宙航空研究開発機構（以下、JAXA）が有する衛星技術・製品・知見をパリ協定下で実施されるグローバルストックテイクにインプットすることを目的とし、国連気候変動枠組条約（UNFCCC）事務局に5件のサブミッションを提出し、メディア向けのアウトリーチを実施した。サブミッションのテーマはグローバルストックテイク及び気候変動に係る国際議論を踏まえ、JAXAとの協議を通じて、科学的・技術的・政策的観点から最適なトピックを選出した。

本業務では、GOSATデータを活用したCO2インベントリ比較・検証への被検証候補国の理解を深め、比較・検証に向けた協働体制の構築支援を目的として、被検証候補国の協働予定の研究機関や政府担当者、日本の環境省、外務省、国際協力機構（JICA）等を招聘しオンラインでラウンドテーブルを開催し、当該国における比較・検証の実現に向けた手法、更なる検討事項等をまとめた。なお、中央大学によって科学・技術的観点から、最適な被検証候補国は中央アジア諸国（カザフスタン、キルギスタン、タジキスタン、トルクメニスタン、ウズベキスタン）であることが特定され、各国の招聘機関・者は、中央大学、環境省、外務省、JICA、各国現地大使館の多大なるご協力のもと招聘するに至った。
