そもそも、「脱炭素先行地域」とは何か？ 読者の中には、「とある自治体から出るすべてのCO2 を早めにゼロにすることかしら」と思われている方もいるかもしれない。概ね正解だが、環境省の定義によると、「2050 年カーボンニュートラルに向けて、民生部門（家庭部門及び業務その他部門）の電力消費に伴うCO2 排出の実質ゼロを実現し、運輸部門や熱利用等も含めてそのほかの温室効果ガス排出削減についても、我が国全体の2030 年度目標と整合する削減を地域特性に応じて実現する地域」のことを言う。

環境省「脱炭素社会実現のための 都市間連携事業」の事業概要と事例、および令和４年度採択22案件を紹介。

一般財団法人環境金融研究機関の招へいを受け、中国および韓国のETS（排出量取引制度）の現状、今後の展望について、ZOOMにて講演を実施。該当機関の会員ら１５人ほどが出席、活発な議論が行われた。

兵庫県淡路市からの委託を受けて、市のカーボンニュートラルに向けたロードマップの検討及び再生可能エネルギーのポテンシャル推計に加えて、建物屋根上・ため池水上型・営農型のそれぞれについて、市内における地域と共生し地域に裨益する太陽光発電の導入促進の在り方をゾーニングに関する関係者との合意形成を図りながら検討しました。

令和４年は、ドイツがＧ７議長国となり、５月に気候・エネルギー・環境大臣会合、６月にサミットが開催された。本業務では、大臣会合、並びに先立って開催された、準備会合及び関連会合に関して支援等を行った。また、会合の成果が環境政策の推進に資するよう、議論に必要となる資料の収集・分析、成果文書案の分析、報告書の作成等を行った。
