国連気候変動枠組条約第 26 回締約国会議（COP26）が 11 月 1 日から 11 月 12 日までの日程で開催さ れる。本稿では、世界的な関心の高まりから COP26 においても注目されている「自然を活用した解決 策（Nature-based Solutions: NbS）」についてその概要とポイントを説明していく。NbSの基礎情報と国際動向を伝え、COP26 における議論をよりよく理解していただくことを目的として執筆したものである。

本研究では、EU および欧州各国、日本、中国等を中心に、国家レベルの循環経済関連計画（ないしは戦略）に関連付けて設定されている生産活動に係る再生材採用状況評価指標に着目し、その設定状況およびその算出方法について各国政府の政策文書を中心に調査を行った。また、一部政府・欧州環境庁（EEA）に対するインタビュー等を実施し、国家政府による循環利用率をはじめとした再生材関連指標およびその目標値の設定状況すなわち国際的な着目の程度や計算手法における国際比較可能性について検証するとともに、CE ひいてはデカップリングの達成に向けた再生材関連指標の効果的な活用に向けた考察を行う。

This summary report presents the results of the technical analysis of the third biennial update report of Malaysia, conducted by a team of technical experts in accordance with the modalities and procedures contained in the annex to decision 20/CP.19.
