本調査ではベトナム社会主義共和国ソクチャン省において 再生可能エネルギー分野 で、温室効果ガス排出量の削減ならびにそれ寄与するJCM 案件形成や都市間の 連携強化を目的として調査を実施した。対象国であるベトナム 、そしてソクチャン省 の地政学、経済状況農業特に米作対 の地政学、経済状況、農業特に米作対する基礎調査を行った。また、 広島県とソクチャン省の都市間連携について検討を行い、 ワークショップ（オンライ）を開催した。また、籾殻固形燃料、太陽光発電ステム及 び BEMSの活用による CO2削減の可能性を検討した。

本報告書は、欧州等で進められている各産業のトランジションや社会・経済予測モデルにかかる研究等について情報収集・共同研究を進め、我が国の取り組みの検討材料とした、環境省委託業務について取りまとめたものである。
