中国政府は、2009年から公共交通（路線バス、タクシー）や公用車（政府公務専用車、公共衛生車両、郵便配達車など）を対象として新エネ自動車補助金制度（公共部門補助金）を導入した。　個人が購入する電気自動車（EV）やプラッグ・イン・ハイブリッド車（PHEV）に対する補助金制度は2010年から導入された（個人向け補助金）。
