北九州市海外水ビジネス推進協議会（KOWBA）は2020年に設立10周年を迎えた。その節目に際してKOWBAが作成した記念誌の一部として「北九州市が取り組む海外水ビジネス」を執筆した。これは「持続可能な社会への挑戦－北九州市とアジア都市との連携」（2018年7月）と「北九州における水ビジネス海外展開の歴史と発展」（2020年3月）に基づいた内容となっている。IGES北九州アーバンセンターとして北九州市の国際政策を20周年以上見つめてきた立場から、北九州市の海外水ビジネス、並びにKOWBAの役割や未来について論じている。

本ファクトシートシリーズは日本の気候変動適応政策に関してテーマ別に概要を整理し、一般向けに気候変動 適応とその政策について解説する。今回のテーマである海洋と沿岸に関する気候変動適応はこれまで国際的 にも国内でも十分に情報が整理されてこなかった。そこで、本稿では独自に４つの分野に分類した後、各分野 における主な気候変動の影響とそれに対応する国内の政策について整理した。また、関連し合う個別の政策 や指針が複数存在している状況から、どのように整合性をとり、政策を統合していくかに関して、国際的に提唱 されている方法論を3つ紹介する。
