平成27年11月、日本では「気候変動の影響への適応計画」が閣議決定され、開発途上国に対する有効な気候変動適応計画策定支援が我が国の戦略の一つとして盛り込まれた。また、同年12 月に国連気候変動枠組条約（UNFCCC）の下で合意されたパリ協定においても、気候変動適応分野における国際協力の重要性が述べられている。さらには、平成30 年11月に閣議決定された「気候変動適応計画」第１章第４節（６）では、開発途上国の適応能力向上への貢献として、アジア太平洋気候変動適応情報プラットフォーム（AP-PLAT）構築と、その活用により科学的知見に基づく国家適応計画（NAP）策定支援や、我が国事業者の適応ビジネス国際展開促進、様々な国際協力スキームの活用による技術協力の推進を求めている。...

セメント産業は、世界で3番目に大きなエネルギー消費産業で、2番目に大きなCO2排出産業である。本事業は、インドネシアのバンテン州と西ジャワ州の２つの州にまたがって、都市間連携と民間連携を通して、セメント産業の脱炭素化を、サプライチェーン全体を視野に入れたCO2排出削減を通して実現する可能性を調査するものである。具体的には、①産業廃棄物のセメント原燃料化、②一般廃棄物の燃料化、③都市間連携を通した廃棄物管理の向上、④セメント工場への省エネ技術の導入、⑤セメント原燃料化推進に係る制度構築支援に取り組み、対象都市に様々なコベネフィットを提供することを目指した。
