本報告書は、環境省委託事業である「令和3 年度主要国の気候変動にかかる動向調査等実施業務仕様書」（2021 年度事業）の実施の一環として、業務受託機関である地球環境戦略研究機関（IGES ）が作成した年度事業報告書である。 　 2021 年度事業は、（ 1 ）中国国家気候変動戦略・国際協力センター（ NCSC ）との日中共同研究の実施、（ 2 ）エネルギー資源研究所（ The Energy Resource Institute ： TERI ）との日印共同研究の実施、（ 3 ） ASEAN 主要国等の気候変動政策調査等、の 3 つ業務によって構成されている。

電力需要・電源設備容量が2018年度実績値又は2030年度エネルギー需給見通し（以下、2030需給見通し）見込値と同量を想定するシナリオに対して、発電コスト検証ワーキンググループ（以下、発電コスト検証WG）が想定する燃料費用及びCO2対策費用を発電ユニットごとに課す条件を与えて、実潮流に基づく電力系統運用（1時間毎の価格シグナルを用いたメリットオーダー方式による広域電力系統運用）をシミュレーションすると、2018年度実績値や2030需給見通し見込値よりも石炭火力の発電電力量が小さくなる代わりに、ガス火力の発電電力量が大きくなることが確認された。 そのため、2030年度までに再稼働できる原発の基数が2030需給見通しの見込値よりも小さくなっても（本分析では...
