SDGsのフォローアップ・レビュー（FUR）に関する日本政府への提言

筆者らは環境研究総合推進費【課題番号1MF－2203】の助成を受けて「いかなるFURが変革をもたらし得るのか？」という問いのもと、特にガバナンスの役割に着目して理論的・実証的検討を行ってきた。本ペーパーは、これまでの研究で得られた知見を基に、日本におけるSDGsのFURについて、改善の方向性を提起することを目的としている。筆者らは、実施した調査分析と文献レビューに基づきFURの方法論を構築しており（Amanuma et al. 2025）、本ペーパーは、それを踏まえつつ特定した日本のFURにおける7つの主要課題と、具体的かつ実行可能な提言をまとめたものである。それらの提言は、2030年に向けた短期的な行動と、2030年以降の枠組みを見据えた中長期的な制度設計の両面を視野に入れて構成されている...

気候安全保障概念の再検討と日本の政策的対応への一提言

なぜ「気候安全保障」は、その重要性が叫ばれながら、具体的な政策に結びついてこなかったのか。本稿は、その根本原因が、既存の気候変動対策の基軸である「適応」との役割分担の曖昧さにあったことを論証し、この政策的な膠着状態を打破するための明確な処方箋を提示するものである。本稿の核心的な提案は、気候安全保障を「適応」との明確な「差分」として再定義することにある。すなわち、エネルギー移行に伴う資源競争やサプライチェーンの混乱といった、従来の適応策の枠組みから構造的にこぼれ落ちてきた「気候社会経済ハザード」に起因するリスクへの対処こそが、気候安全保障が担うべき固有の領域であると提唱する。この新たな視座は、先行研究が答えられなかった「なぜ緩和・適応だけでは不十分か」という本質的な問いに...
