This presentation systematically describes various steps to be followed for developing a community-based adaptation plan to address the climate change vulnerabilities identified by the project team.

気候を安定化するにはゼロエミッション( 以下，ゼロエミ) しかない。論議はもういい，現場で減らしてナンボの時代になって，政府・自治体は2050 年ゼロエミの「脱炭素社会転換計画」つくりを始めた。この転換は生半可なものではなく，社会の大変革を必要とする。従来の諸計画のように打ちあげるだけ打ちあげてできなくてもしょうがないといった，やわな計画であってはならない。世界のすべての国・地方・企業・個人が期限内にゼロエミ行動に移ることをこの転換で確実に行わないと，人類の持続可能性が保証できないのである。中でも最大数の当事者は一人ひとりの生活者/ 市民である。 本稿は、脱温暖化の真の担い手として、一人ひとりの生活者／市民の底力によるゼロエミッションへの期待について述べている。
