Policies and Institutions Shaping Human Security: Climate Security Implications of External Emergency Assistance

The presentation provides an understanding of the complexity of issues surrounding climate change, climate security and other forms of security issues by providing several cases. It describes transboundary risks (global), climate fragility risks (Japan), food security (India), and external assistance (all countries) cases to showcase the complexities of interactions involved. Further, it argues that climate security as an all-encompassing concept can provide an opportunity to make a sense of this complicity and be able to guide the policies including institutions and organizations. It identifies the challenges in operationalizing climate security for decision-making purposes and presents the developments that help overcome these conceptual and application challenges. It presents the Climate Fragility Index (CFI) concept that aims to bring together a wide variety of indicators in a meaningful format that can guide institutions to take ex-ante decisions in the climate security sphere. It also elaborates on a critical threshold concept that the study team has come up with that can guide the external emergency assistance agencies to provide meaningful assistance aftermath of climate emergencies. It concludes that these new tools and techniques can need to be tested to the location-specific conditions before they are adopted for implementation.
