日本の排出量削減目標（NDC）改定へ向けた提言

現在の日本のNDCでは、2030年に2013年度比で温室効果ガス排出量26%削減を目標としていますが、NDC策定時の経済成長想定を実績値にあわせてより現実的な数値とすることで、目標には引き上げの余地があることが明らかになっています。IGESはその研究成果に基づき、経済成長想定をより現実的な数値にした場合の2030年削減量を示すと同時に、それをベースとして、さらなる引き上げを議論すべきであることを提言します。

平成31年度国際低炭素社会推進研究調査等委託業務報告書

本業務では、今後世界及び我が国が長期目標を実現していくにあたり、いかに脱炭素社会への遷移を果たすか、またそのためには短中期的にどのような取り組みを実施していくか「脱炭素社会への遷移（トランジション）」のための方策を調査・検討することを目的とした。そのため以下の5つの項目について調査を行い、結果を取りまとめたものである。（１）欧州等の産業構造の遷移（トランジション）戦略の事例調査及び手法の解析（２）海外における統合評価モデルによる長期戦略等に係る定量分析事例の情報収集（３）炭素中立社会への遷移（トランジション）に対応する途上国の発展政策調査の実施（４）低炭素社会国際研究ネットワーク（LCS-RNet）第11回年次会合の開催（５）脱炭素社会に向けての各国の取組状況の調査

令和元年度途上国における優れた脱炭素･低炭素技術の普及展開に向けた制度構築等支援委託業務報告書

本業務では、途上国のNDC実施支援を行うとともに、各国の市場の状況等を踏まえ、途上国における新たな制度や規制の構築や既存制度の改善に寄与すること等を通じて、JCMを活用した優れた脱炭素・低炭素技術の展開及びJCMプロジェクトを契機とした横展開や普及拡大をさらに強化することを目的として、以下の4つの事業を行った。本報告書はその成果についてとりまとめたものである。（１）途上国及び都市におけるNDC策定支援（２）途上国等における優れた脱炭素・低炭素技術の普及展開に向けた制度構築支援（３）環境インフラ国別戦略（緩和）の策定支援（４）業務成果の広報活動
