2024年11月、国家林草局、国家発展改革委、国家能源局は共同で《三北沙漠戈壁荒漠地区光伏治沙計画（2024—2030年）》を発表し、①砂漠化防止法や再生可能エネルギー法に基づき、既存の防砂治砂計画や再生可能エネルギー開発計画と連携させ、②砂漠・ゴビ・荒漠地帯の太陽光発電基地を整備し、生態修復とエネルギー転換を同時に実現する方針を明示した。 三北地域とは、中国の東北地域（黒竜江省など３省）、華北地域（内モンゴルなど５省・市）、西北地域（青海省、新疆ウイグル自治区など５省・自治区）を含む緑化対策強化指定区域であり、その合計面積は国土面積の42.4％に相当する。国内８５％の砂漠を抱えているエリアであるため、中国政府は１９７０年代から砂漠緑化と貧困対策に力を入れてきた。

セメント産業は、世界で3番目に大きなエネルギー消費産業で、2番目に大きなCO2排出産業である。本事業は、インドネシアのバンテン州と西ジャワ州の２つの州にまたがって、都市間連携と民間連携を通して、セメント産業の脱炭素化を、サプライチェーン全体を視野に入れたCO2排出削減を通して実現する可能性を調査するものである。具体的には、①産業廃棄物のセメント原燃料化、②一般廃棄物の燃料化、③都市間連携を通した廃棄物管理の向上、④セメント工場への省エネ技術の導入、⑤セメント原燃料化推進に係る制度構築支援に取り組み、対象都市に様々なコベネフィットを提供することを目指した。
