土呂久公害とアジア砒素ネットワークの活動　「神話の里」からアジアへ

大館市では、2050年の「脱炭素」を目指し、地球温暖化対策実行計画（区域施策編）の策定に取り組んでいる。IGESは、イー・アンド・イー・ソリューションズ（株）、（株）八千代エンジニヤリングと協力し、大館市による地球温暖化対策実行計画（区域施策編）策定を支援した。この一環で、市内の産業、交通、電力などからなる温室効果ガス排出量の推計、森林保全等を含む将来的な削減量・吸収量を計算した。また、温暖化対策の内容を議論するために市内外の有識者で構成される検討協議会や、ライフスタイルの観点から脱炭素化を議論する市民ワークショップを運営した。

2022年のG7ドイツサミットでは、石炭火力を単独にして最大の地球温暖化の原因であると共同宣言で述べている。 G7の中で唯一脱石炭を表明していない日本が、石炭火力存続の切り札にしているのがアンモニアとの混焼だ。 アンモニアは燃やしてもCO2を出さないため、石炭に混ぜて燃やせばCO2を削減できる。 そしてアンモニアを100％（専焼）にすれば、CO2を一切出さないゼロエミッション火力となる。 理論上はそうなるが、これにはいくつかの課題がある。 日本が2050年のカーボンニュートラルを達成するためには、こうした課題を克服していかなければならない。

個人の行動変容と意識の向上により脱炭素（ネットゼロ）社会の実現を図ることに限界があり、循環経済を構築し、より循環型なくらしを浸透させるには、人びとの働き方やライフスタイルのルールを変える社会変革が必要であると説明しました。また、COVID-19の影響がこの傾向を増幅させていると示唆しました。具体的には、脱炭素（ネットゼロ）や海洋プラごみ流失ゼロといった長期目標を実現した社会の姿を皆で描き、そして、その実現に向けて市民の行動変容や政策介入に係る社会実験を行い、効果を検証する証拠を積み重ねていくことが肝要であると指摘しました。
