MRV （Measurement：測定/Monitoring：モニタリング, Reporting：報告, Verification：検証）は一般に、温室効果ガスの排出量及びその変化を定量的に計る一連のプロセスである。MRVは排出の程度や排出削減を目指した取り組みの成果を把握するうえで、鍵となるツールである。多くの先進国及び開発途上国が温室効果ガス排出量や削減支援の効果測定ための手法を導入するに伴い、「MRV」は重要な用語となっている。しかし、MRVの厳密な意味の明確化、及びMRV実施例を体系的に文書化するといった作業はまだあまり行われていないというのが現状である。加えて、MRVの実施にあたっては、簡素化と厳密性の間にしばしばトレードオフが生じるという問題もある。本報告書は...
