セメント産業は、世界で3番目に大きなエネルギー消費産業で、2番目に大きなCO2排出産業である。そのため、セメント産業を持続可能な形に移行することは、開発途上国が脱炭素社会を目指す上で避けて通れない重要な課題である。本事業は、インドネシアのバンテン州と西ジャワ州の2つの州にまたがって、都市間連携と民間連携を通して、①産業廃棄物のセメント原燃料化、②一般廃棄物の燃料化、③セメント工場への省エネ技術の導入に取り組むことにより、セメント産業のサプライチェーンにおけるCO2排出削減と資源循環に貢献することを目指した。
