変動する地政学的状況下におけるアジア太平洋地域の気候安全保障：アジア太平洋気候安全保障（APCS）国際シンポジウムプロシーディング

APCSプロジェクトの過去3年間にわたる活動および成果を総括する場となった本シンポジウムでは、気候安全保障が抱える課題と機会について議論し、アジア太平洋地域の地政学的状況の変化の中で、気候安全保障が引き続き持つ意義について検討した。さらに、今後刊行予定の「APCS政策レポート」の紹介を通じて、本プロジェクトから得られた知見や洞察を、国内外の研究者、関連する政策立案者、および気候安全保障分野に関心を持つステークホルダーに広め、批判的に検討する場ともなった。

効率的で効果的な違法伐採対策の実現を目指して

第3回合法伐採木材等の流通及び利用に係る検討会

クリーンウッド法（合法伐採木材等の流通及び利用の促進に関する法律）の見直しのプロセスで、現状や課題等について把握するための木材関係各種業界団体等からヒアリングに招待いただき、以下を提案した。違法伐採木材を日本国内で流通させることを禁止するべき法律の「趣旨」等を、社会の要求にあわせて見直す違法伐採木材を取り締まるのではなく、事業者によるデューデリジェンス(DD)実施の徹底を目指すべき政府のリソースには限りがあるため、効率的で効果的な方法を採用することが重要取り扱う木材の違法性リスクを評価し、リスクに応じて適切なリスク軽減措置の実施（ DD ）を求めるべき CW 法の普及だけでなく、デューデリジェンスの具体的な内容・手順・注目すべきリスク、リスク評価の方法などを明示し...
