なぜ「気候安全保障」は、その重要性が叫ばれながら、具体的な政策に結びついてこなかったのか。本稿は、その根本原因が、既存の気候変動対策の基軸である「適応」との役割分担の曖昧さにあったことを論証し、この政策的な膠着状態を打破するための明確な処方箋を提示するものである。 本稿の核心的な提案は、気候安全保障を「適応」との明確な「差分」として再定義することにある。すなわち、エネルギー移行に伴う資源競争やサプライチェーンの混乱といった、従来の適応策の枠組みから構造的にこぼれ落ちてきた「気候社会経済ハザード」に起因するリスクへの対処こそが、気候安全保障が担うべき固有の領域であると提唱する。この新たな視座は、先行研究が答えられなかった「なぜ緩和・適応だけでは不十分か」という本質的な問いに...
