2022 年 11 月 6 日から 18 日まで、エジプト・シャルムエルシェイクにて国連気候変動枠組み条約第 27 回締約国会議( COP27 )が開催された。気候変動の悪影響に特に脆弱な地域であるアフリカで開催された今回の会合は、「適応 COP 」や「ロス&ダメージ COP 」とも呼ばれるなど、気候変動への悪影響に国際社会がどのように向き合うかを改めて問う機会となった。本稿では、 COP26 における適応および損失と損害の国際交渉の成果を振り返るとともに、交渉の外で展開された重要な関連イニシアティブについても概要を紹介する。
