本稿では，自動車分野を中心に欧州におけるプラスチック再生利用の動向について政策・取り組み・市場の観点から現況を整理した。EU循環経済戦略と2023年ELV規則案が，新車への再生材使用義務化を加速させている。自動車メーカーはケミカルリサイクルを含むインフラ構築や目標設定を推進しており，2022年の再生材採用率はELV規則案の目標（最大25％）に比べまだ低いが，取り組みが拡大していることが推察される。他方で，再生材の質・量，コスト，事業構造の複雑性に加えて，輸入の影響など多様な障壁や課題も存在する。これらの克服には，技術発展を取り入れながら，事業者に対するインセンティブや貿易・グローバル市場観点も組み入れた難易度の高い包括的，また柔軟性のある制度設計が求められるであろうと考える。日本において...
