不可分な地球規模課題への統合的な取り組み

国連気候変動枠組条約第26回締約国会議(COP26)では、現在各国の自国が定める貢献(NDC)に記載されている目標値をすべて足し合わせても、2030年の温室効果ガス排出量は2010年比で13.7%増加することに対し、深刻な懸念が示されました* 。また、SDGsについても、年を追うごとに達成までの予測期間が長くなっていることが指摘されています。具体的には、2017のSDGs達成予測が2052年であったのに対して、2021年には達成予測が2065年まで延びています** 。

気候変動とSDGsのシナジーとトレードオフに関するエビデンスを強化することで、これらの目標の野心を高め、進捗を加速させることが可能となります。

2019年の第1回会議と2020/2021年のオンライン会合の成果を踏まえ、この度、第3回パリ協定とSDGsのシナジー強化に関する国際会議が7月20~21日に東京の国連大学で開催されます。 本会合は、2つの不可分なグローバル・アジェンダへの取り組みを強化し、シナジーを形成することで、対策を一層加速させることを目的としています。マルチステークホルダーが統合的視点と行動の裏付けとなる科学的知見に基づいたエビデンス、解決のための具体的な手段や経験に基づく知見を集約し、共有し、発信する場となることを目指します。

地球規模の課題を解決するためには統合的視点が欠かせません。COVID-19という危機は、世界のシステム上の脆弱性など、様々な課題を浮かび上がらせました。また、ロシアによるウクライナ侵攻は、既に多数の人命を奪い、難民を生じさせるという人道上の危機だけでなく、広範囲に渡る環境破壊が引き起こされており、その影響は看過できません。平和なくしては持続可能な開発も、世界が協調して取り組むべき気候変動対策も進むことはあり得ないということを、戦争は私たちにつきつけました。エネルギー安全保障の観点からも、持続可能性なエネルギー政策の構築が不可欠であることを明らかにしました。

「第3回パリ協定と持続可能な開発目標のシナジー強化に関する国際会議」は、そのような特別なタイミングで開催されることになりました。IGESはSDGsと気候変動対策、そして生物多様性の課題解決の相乗的な実施を強化し、加速させることが、2030年までのSDGsおよびパリ協定の1.5℃目標の達成に重要となっていることを踏まえ、過去2回の会議において、環境省とともに積極的な役割を果たしてきました。

第3回パリ協定と持続可能な開発目標のシナジー強化に関する国際会議で期待される成果

気候変動対策、持続可能な開発、パンデミック対策のシナジーに対する理解を深め、より効果的な取り組みを推進するために、本国際会議では次の成果物が期待されています。

  1. 背景資料:背景資料は本会合の準備プロセスの一環として作成され、ディスカッションの下地となります。気候変動とSDGsの相乗効果の活用に関する最新の文書や分析に基づいて作成されています。(エグゼクティブサマリー
  2. 主要な提言を含む会合サマリー:本会合の成果として提言書を発表し、2022年の主要な国際会議におけるプロセスー持続可能な開発に関するハイレベル政治フォーラム(HLPF)、2022年9月の国連総会、2022年11月のUNFCCC COP27等に提供することを目指します。
  3. テクニカルアドバイザリーグループによる知識ネットワークの構築:知識の体系化と普及を促す「気候変動とSDGsのシナジー知識プラットフォーム」にコミットメントを示す組織(テクニカルアドバイザリーグループの関係者等)で構成されるネットワークを構築し、気候変動とSDGsのシナジーの活用に関連するトピックをワンストップで提供します。
  4. ユースからの提言:本会合主催者であるUNDESA、UNFCCC事務局、そしてホストの環境省に対して提言が発表される予定です。

2023年に折り返し地点を迎えるSDGsの重要な節目に日本で第3回の会議が開催されることは、日本の政府やステークホルダーにとっての大きな前進であり、ポストSDGsを見据え、議論を進めていくにあたっても重要な足掛かりとなるでしょう。

ユースへのエンパワーメント

ステークホルダーの中でも、次世代を担うユースは今日の地球環境による危機の影響を最も受けており、現在の軌道によって最も脅かされている存在です。そのような現実に直面しつつも、より良い未来を創造するため、国内外で、多くのユースが、気候変動や生物多様性をはじめとする環境分野の課題に対し、声を上げるなど、重要な役割を担っていることを示してきました。東京で開催される本会合は、日本の気候変動・環境にかかわるユース団体がグローバルレベルの意思形成のプロセスに主体的に関わることができる重要な機会です。UNFCCC、UNDESA、環境省、国連大学そしてIGESは、これからもそういったユース団体が意思決定の過程に深く関わっていけるよう、サポートを提供していきます。

本会合の趣旨に賛同の意を示してくださった、環境ユース団体からの共同メッセージ:

「今、気候変動対策、生物多様性の課題解決、そしてそれらを網羅するSDGsの達成は世界共通の急務であるといっても過言ではありません。こうした課題の未解決による影響を一番に受けるのは私たちユース世代です。私たちの未来を私たち自身で切り開いていくためには、今こそユースが一堂に集い、連携し、国際社会や政策意思決定者に声を届けていくことを最重要課題と位置付けています。本会議において、私たちは「脱成長」の概念に基づき、GDPのみに囚われることのない新しい社会の価値基準の策定を求めます。」
