我が国が掲げる2050 年カーボンニュートラル、さらには、その⽬標と整合的で野⼼的な中期⽬標である2030 年までに温室効果ガスを2013 年度⽐で46％削減するという⽬標を達成するためには、地域が主役となり、地域の魅⼒と質を向上させる地⽅創⽣に資する地域脱炭素の実現が不可⽋である。地域の脱炭素化の実現に向けては、⾃治体・企業・住⺠が地域のステークホルダーと協⼒し、主体的かつ持続可能な取組を進めていくことが重要であり、そのためには脱炭素施策がどのような地域課題の解決に資するかを地域の⼈材が主体的に考え、⾃分事として⾏動しなければならない。⼀⽅で、地域の主体が脱炭素施策を推進していこうにも、必要な知識やノウハウを必ずしも有しているとは限らず、地域の脱炭素施策を進める⾜枷となっている...

本業務では都道府県を主体に、基礎自治体の伴走支援体制を構築するための検討を行うモデル地域を選定し、ローカルコーディネーターとシニアアドバイザーの活用を通じて管内基礎自治体の地域脱炭素施策実行に資する伴走支援を行うことで、そのノウハウを地域に蓄積させるとともに、都道府県と基礎自治体の連携強化及び外部人材の活用による地域脱炭素施策実行力を担保する体制構築のあり方について検討した。さらに、モデル事業を通じて得られた知見に基づき、ローカルコーディネーター及びシニアアドバイザーに類する外部人材の活用を軸とした都道府県単位での地域の脱炭素支援体制の他地域への横展開のあり方について検討した。
