Establishment of the Independent Global Stocktake (iGST) Southeast Asia Regional Hub: Final Narrative Report

Commissioned Report

The ClimateWorks Foundation (CWF) commissioned the establishment of the independent Global Stocktake (iGST) Southeast Asia Regional Hub (the Hub), where non-government and civil society stakeholders can have an open, transparent channel to (1) engage with the GST process, (2) provide independent reviews, and (3) understand and receive feedback from the outcome of the GST in their national/local contexts. This final narrative report outlines work that the Institute for Global Environmental Strategies (IGES) conducted from March 2022 to February 2025 following its selection as the contractor for this CWF project.

The outcomes for each phase are:

  • Team building phase: Established a team from both organisations (IGES and ICSC) with the shared objective of the project and understanding of the GST
  • Strategy development phase: Built the basis for the Hub’s member organizations and assessed key areas of focus and interests in the region in the context of the GST
  • Hub operation and launch phase: Engaged with the GST process, through joint submissions of views and official events, on the assessed regional priorities and needs, and the suggested roles of non-state actors in the follow-up of the GST to strengthen climate ambition and action
  • Post-GST phase: Helped to translate the outcome of the GST into the regional and national context and shared this knowledge with the ASEAN policy representatives and country experts through case studies involving young and early-career researchers and university students
