2022年3月に採択された国連環境総会（UNEA5.2）決議 5/14 「プラスチック汚染を終わらせる」に基づき、プラスチック汚染に関する法的拘束力のある国際約束が策定されることとなり、プラスチック汚染に関する政府間交渉委員会（Intergovernmental Negotiating Committee: INC）において議論が開始された。本稿では、これまで4回開催されたINCでの議論を分析し、残り数か月となったINC5までに一定の結論に至り、かつ、主要生産国や主要排出国の多くも参加する実効的な条約とするための方向性について論じていく。
