平成28年度多国間協力を通じた３R推進に関する調査業務、国際資源パネル（IRP）経済協力開発機構（OECD）資源生産性廃棄物作業部会、G7資源効率アライアンスに関する支援検討調査業務等を実施した。

欧州委員会が2015年12月に発表したサーキュラーエコノミー（循環経済）行動計画に関し、その政策概要や、サーキュラーエコノミー（循環経済）と資源効率をめぐるEU・国際政策動向、背景、その他：欧州各国や企業の動向例・今後の方向性について発表した。

第三次循環型社会形成推進基本計画では、今後の検討課題の一つとして、財・サービスの付加価値と環境負荷の間の効率性を測る環境効率指標の開発を挙げている。本研究では、既存の環境効率指標の整理・分析を行いつつ、財・サービスが生み出す付加価値と環境負荷の関係性を評価・分析し、新たな環境効率指標の開発を行う。さらに、日本の環境効率を時系列で推計し、推移の要因分析を行う。これによって、次期計画の指標開発に向けた検討に貢献するとともに、社会全体の環境効率を向上させるための環境政策の在り方を提案する。
