報道関係者向け説明会「地球環境課題と国際動向解説シリーズ」は、ますます複雑化し、なおかつ緊急性を増す様々な地球環境課題について、IGESの研究成果をもとに解説する、報道関係者限定の説明会です。説明会終了後に発表資料と動画の一部を公開しています。 この資料は、2020年9月17日に開催された「地球環境課題と国際動向解説シリーズ2020　第2回　新型コロナウイルスと地球環境課題、各国が目指すグリーン・リカバリー」でのプレゼンテーションです。9月3日、小泉環境大臣の提案によって開催されたオンライン・プラットフォーム「新型コロナウイルスからの復興と気候変動・環境対策に関する閣僚会合」と、webサイト「Redesign2020」を通じて収集された各国の取り組みについて解説したものです。

新型コロナ感染症の世界的な拡大により、グローバル経済が停滞するなか、2020年1月-3月における中国GDPの成長率は、昨年同時期に比べ6.8%下落した。2020年5月22日-28日 、中国第十三期全国人民代表大会第3次会議が北京で開催され、米中貿易摩擦や新型コロナ対策を数多く盛り込んだ2020年政府予算案が採択された。その内、コロナ対策に関連する予算措置規模は9.2兆元（約147.2兆円）と推計され、2008年に中国政府が金融危機対策として発動した4兆元規模の経済刺激策規模を大きく上回った。
