北京市は、「非首都機能の分散化」を軸とした発展戦略を描いている。「非首都機能の分散化」のコンセプトは、中心市街地に偏っている人口、建築物、商業施設、産業施設、観光施設などの空間的な密度、集約度を落としながら、持続可能な経済成長を遂げることである。北京市は非首都機能に該当する企業や団体の近隣地域への分散・移転を促す努力により、２０２２年だけで120 ㎢相当の市街地開資源の節約につながった。これら節約できた土地資源は、農業や植林（都市緑化）分野に優先的に回される。
