ウェルカムプロジェクトは、G7都市を対象に気候変動対策と住民の健康増進を統合する国際共同研究である。最大の意義は、脱炭素化を大気質改善や熱中症予防といった「地域的な便益(コベネフィット)」に変換し、政策の根拠を強化する点にある。 活動は「知見共有」「エビデンス明示」「ツール開発」を軸とし、八戸市の営農型太陽光発電や新潟市のEV推進がもたらす多角的な利点を可視化し、環境対策が福祉や経済に資することを証明した。これは市民の理解と支持を広げる重要な役割を果たす。開発中のウェブツールは部局間の合意形成を支援し、気候変動対策を市民の幸福向上への好機と捉える新たな都市づくりの指針として期待される。
