持続可能な開発を地球規模で達成していくための途上国支援にあたって、その資金メカニズムがきわめて大きな国際交渉の課題となっており、既存のシステムの解析やその有効活用方策の検討が必要となっている。特に地球環境ファシリティ（GEF）については、気候変動問題等既存の分野に加え、有害化学物質対策の分野における開発途上国への支援等についても期待が寄せられるなど、その重要性は従来にも増して高まりつつある。また、東アジアにおいて、NOWPAP（北西太平洋海洋環境計画）やNEASPEC（北東アジア環境協力プログラム）、東アジアサンゴ礁ネットワークなど、国際環境協力の枠組みが形成段階から本格的な活動段階に移行しつつあり、GEF やADB（アジア開発銀行）のような国際的資金メカニズムの活用の必要性が高まっている...
