本報告書は、2021年3月、国連気候変動枠組み条約（UNFCCC）の下行われた隔年更新報告書（BUR）に対する技術的分析への対応業務の結果をまとめたものである。著者は、マレーシア、タイ、ザンビアが2020年に提出したBURに対する審査チームの共同リード（Co-lead）として審査に対応した。

中国の中央政府、大気汚染対策重点地域及び代表的な中国地方政府等の大気汚染政策・対策・措置等に関する重要情報を収集整理し、併せて関連施策の分析等を行うことにより政策動向の実態を把握し、もって日本の地方自治体等の連携方策検討に資することを目的に実施した。

世界の違法伐採対策は、この10年間で、木材消費国において違法伐採木材の取引や輸入規制が法制度化されるという大きな進展があった。違法伐採対策に取り組む理由として、熱帯林の減少防止と持続可能な森林管理の促進、違法伐採が生産国政府や消費国の木材市場に与える経済的な損失などが挙げられてきたが、現在は、非持続可能な消費と生産による気候危機や生態系の劣化などの地球規模の環境問題への対応策から派生した、持続可能な木材への需要の増大が違法伐採対策の推進力となっていると考えられる。
