インベスト・イン・オランダ (オランダ経済・気候政策省 企業誘致局-NFIA Japan、北部オランダ開発公社 – NOM)主催【ウェビナー】欧州サーキュラー・エコノミーオランダ化学エコシステムでの日本企業むけ欧州CE政策に関する講演

COP26 に向け、多くの国がカーボンニュートラルやネットゼロ、またはそれに近い野心的な目標を掲げた。これまで目標の多くは、二酸化炭素削減（CO 2 ）に焦点が当てられてきた。将来世代が温暖化による最悪の事態を避けるため、長期的にCO 2 の大幅削減を目指すのは当然である。一方で、CO 2 削減より迅速に気候変動を緩和できる可能性として、メタンなど短寿命気候汚染物質（SLCP）削減の重要性への認識も高まっている。 グローバルメタン誓約や、SLCP削減に取り組む国際パートナーシップ（CCAC）の新戦略等、今回のCOPに合わせ、米国やEUが旗振り役となり加速した国際社会のメタン排出削減の動きを紹介する。

2015 年12 月にパリ協定が採択されてから約6 年がたち、ついに、2021 年11 月13 日に英国・グラスゴーで開催された第26 回国連気候変動枠組条約締約国会議で、パリ協定第6 条のルールがグラスゴーパッケージの一つとして採択された。2021 年7 月に6 条についての閣僚級会合が開催され、１）6 条2 項を通じた適応への貢献、２）6 条4 項における相当調整4、３）2020 年以前のCDM クレジットの移管が政治レベルで解決すべき問題として特定された。COP26 でも、この3 つが重要な論点として交渉が 行われた。本ブリーフィングノートでは、この3 つの論点の結果について解説する。

中国全国排出量取引制度は、2021 年7 月16 日より、正式に取引を開始した。9 月30 日までの2 カ月半の取引状況を見ると、概ね、順調な滑り出しを見せている。総取引量は1,765 万t 、総取引額は8 億元（128 億円相当）に達した。
