内モンゴルには豊富な再生可能エネルギー資源を保有していることから、中央政府より、国家エネルギー基地としてしての役割が期待されている。特に、太陽光発電と風力発電の開発ポテンシャルが高いとされる理由は、その地形にある。高原地域に立地されている内モンゴルは風量と日射量に恵まれているだけではなく、大規模発電事業を展開するに十分な遊休地がある。それが、自治区面積の50.1%を占める59.3万㎢の荒漠化土地である（2019年基準）。中国は、国土面積の17.６％に相当する168.8万㎢の荒漠化土地が存在し、その35％が内モンゴルにある。
