日本の地方自治体は、気候変動対策を推進する上で大きな課題に直面しており、特に「他の部局の協力が得られないこと」が最大の障壁の一つであることが指摘されている。これに加えて、予算、人材、知見の不足も深刻な問題である。これらの障壁の根源的な要因は、気候変動対策が地域にもたらすコベネフィットに関するコミュニケーションがこれまで十分に行われてこなかったこと、および頻繁な人事異動の中で担当職員を支援する体制が不在であったことに起因する可能性がある。その結果、自治体の首長や職員が気候変動対策を地域全体の戦略や「自分事」として捉えられず、まちづくりとシナジーを生み出す長期的な戦略が不在となり、必要なリソースの確保や戦略的な配分が行えない状況が生じていたと考えられる。 青森県は...
