本委託業務では、カンボジア、ラオスにおける報告体制等の構築のためのコンサルテーション等を実施し、当該国における報告に係る情報収集と報告改善に向けた意見交換を行った。また、アジア地域及び中南米地域諸国を対象とした知見共有のための合同ワークショップを企画、運営し、同地域の担当官に対して、最新の交渉結果や報告に関する知見提供を行い、議論を深めた上で、報告に関する実施ルールに資するべく議論をまとめた。更に、各国が提出する隔年更新報告書（BUR）データベースの作成・公開、及びUNFCCC事務局への報告に関する意見書の提出を行うことで、成果の国際的な情報発信を実施した。

平成30年度林野庁委託事業「森林吸収源インベントリ情報整備事業（パリ協定の詳細ルール合意を見据えた技術的課題の分析・検討）」報告書

本報告書は、環境省委託事業「平成30年度二国間クレジット制度の対象国における効率的な制度実施体制の検討等及びMRV等の実施支援委託業務」に関する成果をまとめたものである。

温室効果ガスインベントリ（GHGI）は、2015年にパリ協定で合意された国別の排出削減目標の達成目標を決定し、進捗確認を行うための基礎となるデータである。GHGI作成支援業務は、従来から複数のドナーによって実施されてきたが、事業のキャパ・ビル効果を測る手法や枠組みは統一されていない。本研究では、ベトナムおよびカンボジアで実施されてきた複数のプロジェクトを検証した結果、資金面と類型において傾向と特徴が明らかになった。さらに、適応分野など周辺領域のキャパシティ・ビルディングの評価手法の適用可能性を検討することにより、現在のGHGIキャパ・ビル事業の評価体系を改善することが期待できる。
