アジア太平洋地域適応ネットワーク（APAN）は、気候変動に対する人間や生態系システム、経済のレジリエンス確保を目的とし、気候変動適応と関連分野のステークホルダー間の協調へのニーズに応える形で、2009年に設立された。本ネットワークは、気候変動適応に関する知見や情報をステークホルダー間で共有することにより上記の目標を達成し、適応を国家および準国家レベルで達成するため、発展途上国の資金メカニズムへのアクセスに加え、適応に関する計画立案と能力構築を促進することを目的としている。近年、国際および国家レベルにて、気候変動による損失と被害(ロスアンドダメージ：L&D)に関する重要性が高まったことを受け、本調査を通じて、各ステークホルダーにおける諸課題や認識を整理することとなった。このため、本調査ではL...
