本ペーパーでは、近年国際機関・各国研究機関などから発表された主要な資源効率・資源課題に関連する報告書等のレビュー結果に基づき、今後のマクロレベルでの資源効率政策の発展に必要となるいくつかの視点を選定し、各視点の概要を現在の日本の状況も鑑みながら概観するとともに、資源効率向上のためのアプローチを通じた、環境にとどまらない経済・社会に関する日本の便益創出の可能性を探っている。
