中国政府が 2012 年に発表した「省エネ・新エネ自動車発展計画（ 2012 年 -2020 年）」（ 2020 年計画）は、 2020 年まで、中国電気自動車（ EV ）、プラッグイン・ハイブリッド自動車（ PHEV ）を含む新エネ自動車の年間生産台数と販売台数を 200 万台ずつまでに引き上げ（ 200 万台目標）、計画期間内の累計生産 / 販売台数の両方を 500 万台までに拡大させる目標（ 500 万台目標）を掲げていた。一方、燃料電池自動車を支援分野と指定してはいるものの、具体的な数値目標は定めていない。 2020 年計画が新エネ自動車産業に期待する役割は、 EV と PHEV に軸足を置いた自動車産業強国への移行、脱化石燃料によるエネルギー安全への確保...

中国政府は、2009年から公共交通（路線バス、タクシー）や公用車（政府公務専用車、公共衛生車両、郵便配達車など）を対象として新エネ自動車補助金制度（公共部門補助金）を導入した。　個人が購入する電気自動車（EV）やプラッグ・イン・ハイブリッド車（PHEV）に対する補助金制度は2010年から導入された（個人向け補助金）。

　新エネ自動車を対象として補助金制度は、中国新エネ産業の発展に大きく貢献したことは周知のとおりである。 専門家の統計によれば、2015 年から2017 年だけで、200 以上の新エネ自動車関連のプロジェクトが稼働し、その総投資額は1 兆元（約16 兆円）に達した。2017 年時点における新エネ自動車の年間生産能力は、2000 万台以上との試算結果もある。これは、2012 年当時に掲げた2020 年まで生産能力を200 万台以上とする目標の10 倍に相当するものである。
