本書は、九州の31の県・市町村（自治体）がゼロカーボンシティ表明に至った 背景、現状、課題などを整理し、国内外の動向を踏まえつつ概観することで、今後の展開の一助となることを目的に作成したものである。九州でゼロカーボン表明を行った自治体は、環境省のイニシティブをきっかけ にしながらも、庁内の内発的な動きから表明に至ったところが多かった。表明後の展開として、ほとんどの自治体が計画策定・改定を通じて施策の 具体化を進めるのと同時に、域内のステークホルダーに向けた意識啓発の 活動を始めていた。 不確実性を包含する2050年を見据えた取り組みを表明自治体が着実に進める上で、実施体制、定量化、ロードマップの作成に課題を抱えていることが明らかとなった。

世界経済フォーラムは経済、政治、学術界など各界を代表するリーダーが集まり地球規模の課題の解決を目指す国際機関である。活動の1つとして、様々なレポートや白書を発行しているが、そのひとつに”Global Risks Report”（グローバルリスク報告書）がある。経済界を中心に各種業界からリスク分析の専門家が集まり、人類にとって現在、また近い未来に脅威となりうる多種多様なリスクを検討し、それらの格付けや対策をとりまとめ、無償で公開している。本稿では、そのグローバルリスク報告書を異常気象や気候変動といった環境問題の観点から読み解くことで、ビジネスにもたらされるリスクとチャンスに着目した。

日本政府は2015年、パリ協定が採択されたCOP21において、「美しい星への行動（ACE2.0）」を発表し、2020年までに気候変動に関する日本からの途上国支援を年間1.3兆円まで増やすことを約束した。これは国連気候変動枠組条約（UNFCCC）が目標とする、「2020年に先進国全体で年間1000億ドルの資金支援」へのコミットメントを示したものである。 昨年、目標最終年を迎えたものの、気候変動分野における日本から途上国への支援資金に関し、適応に特化した分析が十分に行われているとはいえない。そこで本稿では、UNFCCCが先進国（付属書I国）に提出を求めている隔年報告書から情報を抽出・分析し、日本から途上国へ提供されている気候変動適応分野の資金額、対象地域、対象分野等の概要とその変化を俯瞰した。
