SDG12は、持続可能な消費と生産（SCP）に関わるゴールである。現在、SCPは大きく2つの政策領域にまたがる形で議論がされている。 １つ目の領域は、循環経済である。パリ協定を受けた次の大テーマの最有力候補が、資源効率性の向上であり、循環経済である。天然資源の利用をなるべく削減し、循環資源の利用拡大を目指すものであるが、同時に、サービス化、デジタル化、シェアリングなどの新たなビジネス動向を含む動きとなっている。従来の廃棄物リサイクル分野での議論を越えるものとなってきている。 2つ目の領域は、持続可能なライフスタイルとインフラへの移行である。これは、製品単位の省エネルギー、省資源化、消費者の意識向上だけでは、SCP形態への移行が困難であるとの認識から発している。

本解説では、持続可能な消費と生産（SCP）が、持続可能な開発目標（SDGs）時代の国際政策動向の中で どのように位置づけることができるかを論じる。特に、SDGs 時代の政策目標は、環境汚染対策や製品・サービス レベルでの効率性の改善に限定されるものではなく、科学技術イノベーションと新たな社会モデル・ビジネスモデ ルの連携を目指すものであり、経済政策や社会政策の中に取り入れられてはじめて実現可能である。持続可能な消 費と生産に代表されるSDGs 時代に必要とされる政策アプローチは、社会技術システムの改革を目指すものである。 そのため、脱炭素化、循環経済、地球1 個分の暮らしといった中長期目標を前提にした自律分散協調型ガバナンス が重要となることを論じる。
