２０２３年７月、中国政府は２０１０年から実施した「中国低炭素モデル都市」指定制度の（以下、モデル都市事業）実施評価報告書を公開した。制度開始以来、中国政府は、３回に分け、計８１都市をモデル地域として選定した。そもそも、１０年以上継続したモデル都市事業が少ない上、国が定期的に取り組み状況を評価し、その結果を公表するケースは更に珍しい。
