Advancing Article 6 of the Paris Agreement: 4th Joint Crediting Mechanism (JCM) Global Partnership Meeting (GPM) held in Tokyo

The Paris Agreement Article 6 Implementation Partnership (A6IP) Center, for which the Institute for Global Environmental Strategies (IGES) serves as Secretariat, held the 4th Meeting of the Joint Crediting Mechanism (JCM) Global Partnership in Tokyo from 17 to 19 February 2025, in cooperation with the Ministry of the Environment, Japan (MOEJ).

The JCM Global Partnership is an initiative to facilitate multilateral partnerships by sharing information among a range of stakeholders to develop various decarbonisation projects, implement Article 6 of the Paris Agreement and contribute to achieving the SDGs. Government officials and representatives from implementing agencies in 19 out of the 29 JCM partner countries, along with delegates from relevant ministries agencies and international organisations, participated in the meeting, bringing together about 90 attendees. Participants shared insights on past achievements and future opportunities on maximising the JCM’s impact in driving progress towards a net-zero society. Discussions covered key areas such as project development, expanding credit issuance, enhancing implementation efficiency and strengthening public-private partnerships.

Summary of the Event

Participants shared information on various private investment projects and support measures in key sectors such as renewable energy, agriculture, forestry and carbon removal in JCM partner countries. Areas of focus included next-generation battery storage, waste-to-energy, floating solar power, agrivoltaics, solar irrigation, methane reduction in rice farming through intermittent irrigation, forest conservation, carbon capture and storage (CCS), peatland conservation, waste management and green hydrogen production. Discussions explored both the opportunities and challenges in project formation, in the face of increasing demand for new technologies and carbon markets. Participants reaffirmed the important role of multi-level support in advancing decarbonisation and fostering international cooperation to develop innovative decarbonisation technologies with strong economic and social benefits for local communities.

Advancing JCM Rules, Credit Transfers and Authorisation Procedures Proposals were made by MOEJ to simplify procedures and revise rules for the Joint Crediting Mechanism (JCM), including an explanation of the evaluation and allocation of mitigation credits. Participants acknowledged progress in credit transfers and shared case studies from local communities, highlighting efforts to develop carbon credit systems in each country. The discussion also emphasised the importance of authorisation procedures and initial reports for JCM credit use under the Paris Agreement, with proposed measures to ensure stable utilisation by private companies.

The A6IP Center will continue to work to promote the implementation of policies based on Article 6 of the Paris Agreement through initiatives such as the JCM. Participants at the 4th JCM Global Partnership Meeting Kingdom of Cambodia, Republic of Chile, Federal Democratic Republic of Ethiopia, Georgia, Republic of Indonesia, Japan, Lao People's Democratic Republic, Republic of Maldives, Republic of Moldova, Mongolia, Republic of Palau, Independent State of Papua New Guinea, Republic of the Philippines, Republic of Senegal, Democratic Socialist Republic of Sri Lanka, Kingdom of Thailand, Republic of Tunisia, Ukraine, Republic of Uzbekistan, Socialist Republic of Vietnam and the A6IP Center.

About Article 6 of the Paris Agreement and JCM

The Paris Agreement requires Parties to prepare Nationally Determined Contributions (NDCs) as part of the global response to climate change. To effectively reduce and remove greenhouse gas emissions, Article 6 establishes a cooperative framework that enables international collaboration, emission reductions and the transfer of mitigation outcomes across borders. The implementation of Article 6 is expected to drive carbon markets, attract private investment, and contribute to both global emission reductions and sustainable development. In line with this, Japan operates the Joint Crediting Mechanism (JCM), a framework that facilitates cooperation between Japanese companies, the Government of Japan, and partner countries in the Global South and beyond. Through technology and financial support, JCM projects generate measurable emission reductions and removals, which are recognised under Article 6 and shared between Japan and its partner countries. The mechanism is designed to support the NDC targets of both Japan and its partners, stimulate economic activity through private sector participation, and contribute to sustainable development by addressing social, economic and environmental challenges in partner countries.

About the Paris Agreement Article 6 Implementation Partnership Center

The Paris Agreement Article 6 Implementation Partnership Center was launched by the Ministry of the Environment, Japan in 2022 at COP27 to support capacity building related to Article 6 of the Paris Agreement. The A6IP Center was established in 2023 at the Institute for Global Environmental Strategies (IGES) to serve as the secretariat to promote the activities of the partnership, and the Ministry of the Environment is providing operating funds. At present, 86 countries and over 200 organisations and companies have been participating in the partnership (as of the end of March 2025).
