本事業は、兵庫県から委託を受けて実施したもので、水素ステーション整備事業の実現に向けて、「FC商用車の普及に向けた取組（以下第1部）」と「淡路島におけるグリーン水素利活用の地産地消の取組（以下第2部）」について検討を行った。 第1部では、重点地域の採択後、「燃料電池商用車普及拡大アクションプラン」に沿って、尼崎市・神戸市・姫路市においてFC商用車の導入需要の積み上げ、大規模水素STの整備に向けた具体的な検討結果を整理した。第2部では、水素ステーション整備事業に関連し、淡路島の豊富な再エネを活用した安価な地産地消型グリーン水素の利活用に向け、FS事業の予備検討結果を整理した。

　兵庫県は2050 年ネット・ゼロの実現に向け、地域内でエネルギーを創出し利活用する自立的・分散型で持続可能なエネルギーシステムが必要となる中、県及び地域関係者が連携し、宝塚市西谷地区（北摂地域）の県有環境林の木質バイオマス資源を活用した地域循環共生圏の構築を目指す「北摂里山地域循環共生圏」に取り組んでいる。 　同事業はかつての里山林（都市近郊広葉樹林、薪炭林）の再生に向け、県有環境林の適正な伐採と更新（再造林）を進め、森林の有する多面的機能を確保するとともに、林産物の安定供給及び利活用を促進し、地域経済に貢献することを目的としている。同事業では県有環境林の間伐材等から木質チップを製造しており、その供給体制の確立と木質バイオマスボイラーの普及促進により、域内での熱利用（化石燃料の代替...
